On Street Pay and Display Parking Charges

Report of the Area Engineer (North)

Please note that the following recommendation is subject to consideration and determination by the Committee before taking effect.

Recommendation: It is recommended that the changes to on-street pay and display charges as shown in Appendix I are agreed for advertising by Notice and implementation as soon as practicable after 1 April 2007.

1. Summary

This report seeks the agreement of this Committee to change the charges for on-street pay and display in Barnstaple in accordance with the Resolution of the Executive in August 2005 that charges be increased each year. These new charges are shown in Appendix I to this report.

2. Proposed Charge Increases

In accordance with the principles expressed and agreed in previous reports the aim is to ensure that on-street parking, where charged for, will cost more than the equivalent off-street parking in the vicinity. It is proposed that the new charges be imposed no earlier than April 2007.

The equivalent off-street car park charges operate Monday to Sunday. Currently the on-street parking charges only operate from Monday to Saturday. In November 2006 changes to the Barnstaple town centre parking restrictions were advertised and approved that included a move to seven day parking restrictions incorporating seven day on-street parking charges. The new Sunday parking charge was approved at 50p per hour. This report seeks to increase the Sunday charge from 50p to 1 per hour as detailed in Appendix I. This increase will bring the Sunday charges above equivalent off-street charges of 80p per hour. The proposed increase will be implemented during the financial year April 2007 to April 2008.

3. Sustainability Considerations

The management of on-street parking is an important tool for tackling congestion. Pay and display charges support enforcement of residents' parking zones which are designed to displace urban commuter parking where there is a sustainable alternative to car travel in the urban area.

Pay and display income is used exclusively to support delivery of transport policy, e.g. by providing subsidy funding for bus routes and the Park & Ride scheme, which provide a congestion friendly alternative to car travel.

Pay and display schemes provide a stock of short stay parking which generates a high turnover of parking spaces, thereby assisting the business community through the availability of parking for customers and short term business use.

4. Reasons for Reaching the Recommendation

The reasons for proposing the charge increases are to better manage the highway network and to consolidate the funding stream required for policing of residents' parking zones and to subsidise public transport services so that they can continue to support Devon's strategy to tackle highway congestion. They will also continue to encourage motorists to use the off-street parking available.
